PHEASANT WALK HOMEOWNERS ASSOCIATION
MEETING MINUTES JUNE 9, 2004Meeting commenced at 7:32 p.m. Present for meeting were Frank Yann, Ken Paulsen and Bill Schira.
Tanya Gibson & Paul Duros were absent. Eric Estebanez was present on behalf of Pointe
Management Group, Inc.The previous minutes were reviewed by the Board prior to the meeting. Frank Yann moved to approve
the minutes as written, Ken Paulsen seconded the motion and it carried unanimously.The Communications Committee Report was given by Monroe Miller. The issues of the past due
advertisers accounts were discussed. An updated list of each vendor and their status was given to the
Board members. The website updates were also reviewed regarding minutes and manager reports.The Treasurers Report was given by Ken Paulsen. The current balances of all accounts were
reviewed. One of the Union Bank accounts needs to have monies transferred to the Sun Trust
Account, due to the total of the accounts being over $100,000.00. Approximately $70,000.00 could be
moved and then transferred back when needed. Signature cards need to be signed and in place at
Union Bank before this can be done.The ARB Committee Report was not available.
The Safety Committee Report was not available.
The Financial Committee Report was not available

The Managers Report was read by Eric Estebanez. A copy is on file for future reference.Old Business:
Discussion ensued regarding the irrigation repairs. A recent replacement of a pump motor was done
without approval from the Board. West Boca Irrigation considered it an emergency and took it upon
themselves to order & install it immediately and offered the Association the option to pay the bill over
a couple of months if necessary.
Discussion ensued regarding the residents that were sent certified letters regarding the mailboxes.
Pointe Management has heard from all of them except 2. The residents who called stated they were
going to purchase and install a new box soon.Discussion ensued regarding the current landscaping company: A Classy Cut. The 60-day
termination notice was sent to the company as of June 1, 2004, due to the fact that it is very hard to get
a new company to adjust a schedule to start in mid-month. Therefore, the last day of work for the
current vendor will be July 31, 2004.Discussion ensued regarding a dead tree near the entrance and a few others as you proceed down
Pheasant Way. Eric will get bids for their removal.NEW BUSINESS:
Discussion ensued regarding the cable coupon. The coupon and copy of the survey was mailed to the
residents. As per the budget, the cable cost for 1 year per resident is $274.60.Discussion ensued regarding a resignation letter from Diane Soffer as the coeditor of the newsletter. A
copy of the resignation was given to the Board. Frank Yann moved to accept the resignation, Ken
Paulsen seconded the resignation and it carried unanimously.Discussion ensued regarding new bids received for the common area landscaping. One bid was
received from Leaderscape which included irrigation service for approximately $30,000.00 per year.
The other bid was from Palm Beach Broward with irrigation service for $33,050.00 per year. Both
companies came highly recommended. Either vendor will save the Association money due to the fact
that they combine their landscape & irrigation services as a package deal. Ken Paulsen moved to
accept the bid from Palm Beach Broward Landscaping, the motion was seconded by Bill Schira and it
carried with one dissention. The board is requesting a copy of their insurance certificate information.Discussion ensued regarding the cancellation of West Boca Irrigation. Frank Yann moved to cancel
the vendor as of July 31, 2004, so the new vendor Palm Beach Broward can begin the landscaping and
irrigation services effective August 1, 2004. Ken Paulsen seconded the motion and it carried
unanimously.Discussion ensued regarding a fire that was started in the park area. A 10x10 section appears to have
been burnt. The Board will check with the security to see if they have a report on it.Discussion ensued regarding a request for a Brazilian Pepper to be removed. It is located in the park
area. The county does require that all invasive trees on their list be removed by 2008. This is one on
their list. Since it is costly for tree removal a decision was not made at this time. County ordinance
does allow owners to cut, prune and/or remove any portion of trees, shrubs, etc. that may grow on to
their property.Discussion ensued regarding a letter received from a resident that wishes to have their article regarding
gate access security printed in the next newsletter. It was distributed to the Board for review. After
much discussion, it was decided not to have the letter printed in the newsletter, but rather the Board
would respond in a generalized letter and report that the issue is not related to the Association, but
rather a difference of opinion between homeowners and their property.At this time the floor opened up for the residents input. The subject ranged from violations,
amendments, having a Fines Committee to property values.
