PHEASANT WALK HOMEOWNERS ASSOCIATION
MEETING MINUTES FEBRUARY 11, 2004
Meeting commenced at 7:32 p.m. Present for meeting were Bea Spindler, Tanya Gibson, Frank
Yann and Bill Schira. Eric Estebanez was present on behalf of Pointe Management Group, Inc.The previous minutes were read by Tanya Gibson. Frank Yann moved to strike last sentence of
irrigation issue, state at end of Birchwood regarding Juniper Bed, and clarify money left over from
Park Improvement funds was $500.00. Bea Spindler seconded the motion and it carried
unanimously.The ARB Committee Report was given by Dick Pope and Jack Soffer. A few new ARBS were
received mostly for painting. Cooperation from the residents to resolve any issues has been
excellent. Clarification was given regarding a fence not being allowed across the front & driveway
area versus having a chain strung across the area.
The Safety Committee Report update was given by Paul Duros. The safety committee will try to
have a meeting in March. He reviewed the Wackenhut incident report. Residents were asked to
report any suspicious activity to Wackenhut and PBSO. Mail Fraud was also discussed. The access
gate in the community for FPL is monitored to make sure it stays lock by Wackenhut.The Nominations Committee Report was given by Monroe Miller. A new date and time for a
meeting will be posted in the community and on the website for interested residents to attend.The Communications Committee Report was given by Bill Schira. Comments were made
regarding updates for the website . Frank Yann is handling the coordination to Greg Marcus. The
newsletter was discussed. Laura Szabo is interested in doing the layout for the community. A
solution to the deadline needs to be found in order to get the newsletter to the community sooner.
Bea Spindler moved to go back to mailing the newsletter to the community, Tanya Gibson seconded
the motion and it carried unanimously.The Financial Committee Report. Laura Szabo was not present to relay any information.
The Covenant Committee is in the making.
The Park Committee - no report at this time except they will have a meeting by next month.
The Treasurers Report was given by Bea Spindler. Bea Spindler announced that next month
she will be out of the country and by April 04 her house will be sold and will no longer be able to
serve on the Board. The current balances of all accounts were reviewed. Delinquencies were
reviewed. The YTD totals look good.The Managers Report was read by Eric Estebanez. A copy is on file for future reference.
Old Business:
Discussion ensued regarding the removal of the old street signs. There are still a lot out there and
Jerry Collins from the County is removing them in between other jobs.Discussion ensued regarding an update on the front entrance. The completion date is next week.
They will be changing out some of the plants.
Discussion ensued regarding an update on the trimming of the Palms. Leaderscape won the bid
and will begin the trim on 2-13-04..Discussion ensued regarding the possible curbing for Birchwood and Woods End. Bill Schira
requested bids for that area.Discussion ensued regarding the specs for the FPL poles. HDF Acrylic will have to be used.
Creative Ceilings has offered a proposal of $2,300.00 to paint all the poles in the community. A
few other proposals for the job are pending.Discussion ensued regarding the new front sign. The old meeting sign will be removed and the
new sign and frame will be installed.Discussion ensued regarding channel 63. Adelphia will be coming to the office to check out the
computer.Discussion ensued regarding the park and a decision to not put in anymore plants until the irrigation
issue is worked out.Discussion ensued regarding the Summary Judgement. Final assessment of this issue is still pending
from Katzman & Korr.NEW BUSINESS:
Discussion ensued regarding Bell South doing work by the front entrance. It may hamper the
completion of the front entrance project.Discussion ensued regarding two new proposals from Top-Notch for removal of sick Queen palms
and also to remove 25 + Myrtle trees. Bea Spindler moved to accept the $750.00 proposal to remove
the 25 Myrtle trees that are sick and also for them to give us a bid for cutting 1/3 of the remainders.
Frank Yann seconded the motion and it carried unanimously. The bid for the sick Queen palms was
not approved at this time due to the fact that it does not pose a hazard and the front entrance project
can be completed before more issues on Pheasant Way are addressed.Discussion ensued regarding a new CPA for the 2003 year end financial audit. Bea Spindler moved
to accept the proposal from Millward & Co. for $1,400.00 to do the work. Tanya seconded the
motion and it carried unanimously.Concerns from the residents were addressed and clarified concerning signs, insurance information,
legal fees, budgeting and dogs barking.There being no further business, the meeting adjourned at 9:20 p.m.
